Income Tax Rule

What is e.return filing rule ?

Is a salaried person MUST have to file e.return, if his / her income from salary is beyond Rs. 10 lac or payable income tax is more then 10,000/-

If you know please inform and if possible copy of circular for the same from IT dept or from CBDT may please be publish.
