Default INR-foreign currency pair?



Previosuly, I thought it was illegal to trade any currency pair that includes INR in it. Yet, I've seen a lot of USD-INR and other currency pairs that have INR?
Have the regulations in this area changed? Is it now possible for people to trade Indian Rupee? If it is the case, I find it strange that a lot of forex trading platforms seem to have INR-foreign currency pairs.
